Open Letter To Sra. Barcelo

AIMS

The Majorcan Holiday Property Owners Association (MHPOA) is being formed in order to unite the thousands of people who own fincas and apartment on Majorca and who choose to rent them out to visitors wanting to stay on the island for a few days, weeks or months, either for leisure or business. The future of such rentals is being severely threatened by the ambitions of the Conseil de Turismo which has stated that it considers the short-term rental of residential property illegal and proposes strict enforcement and to impose heavy fines upon violators.

This association on the other hand, aims to impress upon the Minister of Tourism that such a decision would be highly detrimental not only to the requirements of visitors to Majorca but also to the prosperity of the island – as well, of course, causing untold misery and financial hardship to property owners.

We invite property owners, rental companies and Majorcan property management companies to join in this effort by, as a group, lobbying and appealing to the Conseil de Turismo until they understand the many negative consequences of moving forward with their plan.

Our ultimate aim is to persuade the Minister of Tourism to re-instate the licensing of fincas and to introduce new licensing for holiday apartments (unless the majority of owners choose to vote against allowing short-term rentals at their individual community AGMs).

NEWS

This website has been set up as of 18th April 2010 as a result of written and vocal support of the open letter written by John Lance, managing director of Holiday Homes International Ltd of London, England to Sra. Joana Barcelo, Minister for Tourism, Majorca, as printed in the Majorca Daily Bulletin of 15th April 2010.

ETHICS

By appealing to the Minister of Tourism, owners also need to accept some additional responsibility. It is of course no secret that most owners of rental property on Majorca do not currently pay taxes on the income received from their guests. Some, of course, do declare receipts in their own countries of residence but others neither include it on their personal tax returns there, nor on those submitted to the Majorcan tax office. If the Conseil de Turismo is going to accept our appeal, this would have to change and any and all profits from operating a short-term rental property would then need to be declared.

The full licensing of short-term rental homes would force property owners to increase the standard of safety at their properties, as items like smoke detectors and fire extinguishers would need to be standard requirements in order to apply for a license but the benefits would be that the very grey area of rentals would at long last be removed and owners and agencies could in future operate openly to the benefit of all concerned.

2. Rental companies engaged in the rental of fincas and apartment on Majorca
3. Property management companies maintaining and cleaning rental properties on Majorca
4. Local businesses such as restaurants, bars, cafes, supermarkets, banks, estate agencies & shops who realise the importance to their businesses of the individual tourists and business people, who choose not to stay in hotel accommodation.

CHARITY

In the event of licensed fincas and apartments becoming a reality, it is envisaged that this association will do all it can to promote charitable events, mostly by way of donating an occasional free week’s accommodation to local charity raffles.

It is proposed to list forthcoming events on this page.

The setting-up of this campaign, the website and daily newspaper advertisements promoting our aims is currently being personally funded by John Lance.

Individual donation even just 10 euros, would go a long way towards the cost of publicising ourselves, through this website and with newspaper advertisements, and similar support from businesses would also be welcome - please pass the word around!

Full disclosure of all donations received (anonymity respected where requested) will be posted on this website on a weekly basis and will be fully accounted for!

I look forward your joining me in this effort to persuade the Minister of Tourism that to license holiday properties on Majorca would be of great benefit to the island and nothing otherwise - contrary to what she has been hearing from the powerful and selfish hoteliers lobby group. It is well overdue that owners of equally desirable holiday apartments and fincas have an equally strong voice on the matter.
